dYdX early market maker launches "1 million USDC seed insurance fund" proposal

On December 8th, dYdX early market maker E4 launched a DRC proposal on the dYdX forum to create a "Seed Insurance Fund," proposing to transfer 359,697 DYDX from the community treasury to Wintermute in exchange for approximately 1 million USDC as seed funding for the insurance fund.
