U.S. Senator Cynthia Lummis recently introduced the 2025 Responsible Innovation and Safe Expertise Act (RISE Act), aimed at providing civil litigation protection for AI developers while requiring them to disclose model specification information. The bill primarily applies to scenarios where professionals such as doctors and lawyers use AI tools, mandating developers to enhance transparency so that professionals can better understand the capabilities and limitations of AI tools. Experts have described the bill as "timely and necessary," but critics argue that it is overly favorable to AI developers, lacks sufficient transparency requirements, and does not address situations where ordinary users interact directly with AI. Compared to the EU’s AI regulatory framework, which places greater emphasis on human rights, the RISE Act adopts a risk-based approach.

The root cause lies in the market’s skepticism toward AI investment returns. The most significant uncertainty is whether aggressive spending by tech giants will actually deliver on profit expectations, while the use of leverage has exponentially magnified the cost of this misjudgment.
