U.S. House Divided Over Legislative Details of the GENIUS Act
2025/06/25 12:38According to ChainCatcher, citing Crypto In America, Republican lawmakers and industry insiders are engaged in intense negotiations over strategies to advance key crypto legislation. The main issue at hand is whether to pass the bills separately or as a package. The GENIUS Act, which was passed by the Senate last week, was sent to the House on Monday, but lawmakers are still debating whether to move it forward as a standalone bill or bundle it with the House’s Market Structure Act and resubmit it to the Senate for revision.
House Majority Whip Tom Emmer told Punchbowl News on Tuesday that the GENIUS Act is likely to pass in the House—“provided it moves in tandem with the CLARITY Act” (the House’s market structure legislation). Majority Leader Steve Scalise emphasized to CNBC that combining the two bills “aligns with industry demands.”
The “bundling camp,” represented by a certain exchange and venture capital giant a16z, believes that packaging the legislation is the only viable path to completing market structure reform this year. The “step-by-step camp,” mainly composed of the DeFi community, advocates for quickly passing the GENIUS Act first to secure a phased victory.
