White House projects cryptocurrency bill approval by December

Patrick Witt, executive director of the White House Council of Advisors on Digital Assets, said the bill creating the cryptocurrency market framework is expected to be passed before the end of 2025. The announcement was made during the Impact conference, held during Korea Blockchain Week.
According to Witt, the White House is working with the Senate and House to expedite the text's arrival on US President Donald Trump's desk.
"We're clearing what we can, acting as arbitrators when there's a stalemate, and intervening when necessary," Witt emphasized. He added that the board is "optimistic that we'll get everything done before the end of the year."
The bill seeks to unify several ongoing legislative proposals and form a comprehensive regulatory framework for digital assets. Among the bills already approved is the Republican-led CLARITY Act, which received bipartisan support in the House in July. The Responsible Financial Innovation Act of 2025 was also introduced in the Senate this month, reinforcing the push for clearer regulation for the sector.
The proposal aims to define a clear division of responsibilities between the CFTC and the SEC, avoiding overlapping jurisdictions and providing greater legal certainty for cryptocurrency companies and investors. The move builds on the Genius Act, passed earlier this year, which established specific guidelines for stablecoins in the US.
According to Witt, the central objective is to create conditions for digital asset companies that have migrated abroad to return.
“The US is open for business, we are moving full steam ahead with cryptocurrencies,”
he declared. He emphasized that the government wants to offer predictability and proximity to the sector.
Harry Jung, deputy director of the President's Council of Advisors for Digital Assets, emphasized that direct dialogue with companies is essential.
“For us as government officials to make good, positive decisions, when we meet with these innovators, when we meet with these companies, it gives us better insight into what's happening in real time, so we can make those positive decisions,”
he explained.
With the legislative agenda accelerating, the expectation is that the US will consolidate a regulatory framework that could redefine global competitiveness in the cryptocurrency market.
