ECB Warns Rapid Stablecoin Growth Could Force Rethink of Eurozone Monetary Policy

The European Central Bank is signalling fresh concern over the accelerating rise of U.S. dollar-backed stablecoins, warning that a sudden run on the sector could spill into the European economy and compel policymakers to reconsider interest-rate strategy. The caution comes as the stablecoin market surpasses $300bn, expanding 48% this year amid looser issuance rules in the U.S.

Stablecoin surge raises financial-stability risks

Dutch central bank governor Olaf Sleijpen said the pace of stablecoin adoption and their heavy reliance on U.S. Treasuries is pushing the instruments toward systemic relevance. If major tokens face a liquidity shock, issuers would be forced to sell U.S. government debt rapidly, triggering market stress with direct consequences for European stability, credit conditions, and inflation.

Sleijpen, one of the 26 members of the ECB’s Governing Council, warned that a disorderly unwind in the stablecoin market could quickly transmit across borders. He noted that the ECB may need to “rethink monetary policy” if such shocks distort funding markets or disrupt pricing conditions. However, he cautioned that it is unclear whether the response would require tightening or easing. Stability tools, he said, would be deployed first.
ECB officials have raised concerns for months that the dominance of U.S.-linked stablecoins could leave Europe exposed to imported monetary conditions, mirroring vulnerabilities traditionally seen in emerging markets. Some policymakers fear large-scale adoption of dollar-denominated tokens could weaken the ECB’s control over liquidity and interest-rate transmission.

Monetary outlook steady, but uncertainty remains

Sleijpen, who took over as Dutch central bank governor in July, said the broader Eurozone economy remains on firmer footing than expected, with growth holding up and inflation aligning with the ECB’s 2% target. He argued there is currently “no reason to move rates,” though he stressed that uncertainty remains high and decisions will continue on a data-dependent, meeting-by-meeting basis. In a separate development, ECB Executive Board member Piero Cipollone confirmed that the digital euro is on track for a realistic launch by mid-2029.
