Texas launches its first closed-loop precious metals trading system from vault to consumer

Texas has become the first state to build a closed-loop system from precious metals production—storage—sales to ordinary consumers, and will launch state-level gold coins and gold notes in 2026. This new model sets an example for other states in the U.S. As the U.S. dollar base continues to weaken and the federal government deficit grows, more and more states are viewing physical precious metals as a necessary fiscal reserve asset.

Josh Phair, CEO of Scottsdale Mint, stated that Texas is the first state to establish a closed precious metals transaction system encompassing manufacturing, vault storage, and direct-to-consumer sales. The launch event was broadcast live from the Texas State Capitol, enabling the public to purchase gold and silver products bearing the state emblem directly from official state channels,
The state is building a tangible alternative that stands in contrast to the traditional U.S. financial system.

While states like Wyoming and Utah have previously made headlines for recognizing gold and silver as legal tender, Texas' plan includes issuing the state's "Lone Star Coin," minted from one ounce of gold and silver, as well as official Texas "Gold Notes," which are thin, durable, and contain a verifiable layer of pure gold.

These products are not only commemorative, but also closely tied to the state treasury. Investors can now purchase them via the state's official website and choose to store them in the state's secure facilities, effectively bypassing the traditional U.S. commercial banking process. Legislative bodies in several other states are also actively discussing the establishment of similar physical metal transaction infrastructures to address the impact of federal monetary policy.

Texas' move coincides with major regulatory changes in the global banking system. Under the recently implemented Basel III reform, physical gold has been elevated to a level 1 High-Quality Liquid Asset (HQLA), putting it on par with cash and the highest-rated government bonds.

Phair emphasized that this regulatory policy shift is leading to a "scramble for physical gold" at the institutional level, which is why institutions and central banks in multiple countries are building their own physical gold reserve facilities—physical gold will provide greater security and protection.
