The Central Bank of Russia issues a draft regulation on the "organized trading" of digital assets and digital rights

Foresight News reports that the Central Bank of Russia has released a regulatory draft for the "organized trading" of digital assets and digital rights. The draft requires exchanges to determine trading processes through their own rule manuals and to calculate market prices and weighted average prices. The Central Bank of Russia also proposes the establishment of digital custodial institutions responsible for accounting, with registered capital ranging between 50 million and 250 million rubles, consisting of highly liquid, high credit quality assets.


According to the draft regulation, the required capital must be composed of liquid assets, and any included financial assets must have a good credit rating. Similar capital requirements also apply to electronic platform operators, whose functions will be fulfilled by information system operators settling digital financial asset transactions through nominal accounts. These proposals also establish requirements for recording digital currencies and digital rights, maintaining digital accounts, as well as collecting information on account holders, system participants, and registered assets.
