CLARITY Act Update for XRP Army: Treasury Secretary Drops Major Statement for Sept. 15 Vote

Treasury Secretary Scott Bessent has returned to the CLARITY Act debate with renewed urgency.

In a recent tweet, he urged the Senate to agree to a motion to proceed and to keep all parties at the negotiating table when it returns from recess. The post signals that the administration is not stepping back from this fight.

Bessent warned that failure to advance the bill “would send a troubling signal to our allies and adversaries alike that America is unwilling to lead on the future of digital assets.” He also stressed the national security dimension, noting that inaction would mean forgoing “enhanced national security tools to combat their misuse.”

In July, I called on the Senate to advance the Clarity Act — a bill to establish a comprehensive regulatory framework for digital assets and upgrade our ability to prevent bad actors from exploiting these critical technologies.

Bessent’s Comments from July

Bessent’s new post ties directly to his earlier statement in July. At that point, he demanded the Senate vote on the CLARITY Act immediately, calling it landmark legislation. He publicly rebuked Senate Democrats for blocking a bill that had already cleared the House and had both the Banking and Agriculture committees advance their respective titles.

He also pointed out the contradiction in Democrats accepting millions from the crypto industry while opposing the legislation. He closed that July post with a quote from Satoshi Nakamoto. His September post is more measured, but the message is consistent. He wants the Senate to act.

The bill is important to XRP holders and the broader crypto space. XRP has already secured legal clarity through the courts. Legislation would open additional doors for the asset and for the wider industry.

The September 15 Vote

The Senate cloture vote is scheduled for September 15. It requires 60 votes to advance. All 53 Senate Republicans have committed to voting yes. Seven Democratic votes are still needed, and House  Financial Services Chairman French Hill believes Republicans can secure the required votes.

What Comes Next?

Senator Cynthia Lummis has made the stakes clear. If the bill fails this Congress, the next realistic opportunity for market structure legislation is 2030. The House calendar creates additional pressure, as members leave Washington by September 17. Any Senate amendments would need House approval, and no members will be present to provide it. Despite this, securing the votes will be a major positive step.

Bessent’s post keeps the administration’s position visible ahead of Monday’s vote. The bill’s path is narrow. September 15 will determine whether the CLARITY Act becomes law this Congress or gets shelved for years.
