U.S. Department of Energy: Plans to convert sanctioned oil tankers into compliant vessels to transport non-sanctioned crude oil. U.S. Energy Secretary Wright stated that the Trump administration is pushing to convert some sanctioned tankers through the approval process into compliant vessels. Investors plan to acquire and refurbish idle oil tankers for transporting non-sanctioned crude oil. Wright emphasized that this move is not to lift sanctions on tankers transporting Russian, Iranian, and other countries' crude oil, but rather to turn relevant vessels into legally operating tankers and ensure they no longer transport sanctioned oil. He estimated that there are about 1,600 "shadow fleet" vessels under sanction worldwide, and the related plan could ultimately add dozens or even hundreds of oil tankers to the legal fleet.

Hassett: CPI data shows inflation is "still a work in progress." U.S. National Economic Council Director Hassett stated that prices for items such as beef and eggs have declined, but September's consumer price data indicate the overall inflation issue still requires policy attention. Hassett said, "If you look back over the past three months, inflation appeared to be completely under control, but now it seems to be rebounding, requiring some intervention." He believes, "This could either be a short-term rebound in a downward trend or just a temporary fluctuation." Hassett also expressed respect for the central bank's independence and said Walsh will "do what he thinks is right." Hassett mentioned, "People are very optimistic about economic performance and are increasing their spending. Of course, that's exactly what the Federal Reserve needs to monitor."

Canada's September inflation rose slightly, but core indicators eased. Driven by higher gasoline prices, Canada's inflation rate for September edged up to 3.1% but indicators reflecting core inflationary pressures eased. Statistics Canada reported Monday that gasoline prices were up 27.8% year-on-year last month, compared to a 22.8% increase in August. Removing food and energy components, inflation stood at 2.1%. Meanwhile, the median and trimmed mean indicators of core inflation monitored by the Bank of Canada both fell slightly to 1.9% and 1.8%, respectively. In addition, the CPI index rose 0.1% month-on-month. Previously, economists had expected the overall inflation rate in September to rise from 3% in August to 3.2%, while the Bank of Canada's preferred core inflation indicators would remain unchanged. The slower pace of price growth and easing core inflation could provide some relief for the Bank of Canada's rate decision next week.

Nvidia (NVDA.US) announced that, using 8,192 GPUs from Germany's JUPITER supercomputer, it successfully simulated a 104-qubit fault-tolerant quantum computing system and verified a technique known as "magic state distillation." Nvidia stated this technology is expected to reduce the number of physical qubits required for fault-tolerant quantum computing by about 90%, with the simulation process shortened from weeks to days. This progress will help researchers pre-test and optimize quantum computer designs, though technical challenges remain for practical application.

Fitch Highlights Risk of U.S. Sovereign Rating Downgrade as Developed Markets' Debt Interest Surpasses $3.3 Trillion

In fiscal year 2026, the U.S. federal budget deficit reached $1.99 trillion, a 12% increase year-on-year, with net interest expenses hitting a record high of over $1.05 trillion. Fitch Ratings has warned that if the federal deficit, interest expenditure as a share of revenue, and the government debt-to-GDP ratio continue to deteriorate, and there is no credible fiscal adjustment plan, the U.S. sovereign rating will face downward pressure. France and the United Kingdom are under similar strain.
