Foresight News reports that Ethereum core developer Terence announced the launch of the Glamsterdam upgrade developer testnet devnet-7, marking new progress in the public testnet process. Consensus layer updates include EIP-7688 (progressive containers) and updated payload deadlines and builder lifecycle parameters; execution layer updates cover EIP-2780 and EIP-8037 (moving state-dependent fees from intrinsic Gas to runtime), EIP-7928 and EIP-8038 (BAL and SSTORE access order fixes), and EIP-8282 (finalization of builder deposit and exit contracts).
